Guilty of trafficking girl, woman gets prison term

A Tulsa, Okla., woman was sentenced to six-and-a-half years in federal prison for trafficking an underage girl to Cranberry Township to engage in prostitution.

U.S. District Judge Cathy Bissoon handed down the sentence of 78 months in prison and five years of supervised release to Shelby Summer Brown, 28, in Pittsburgh on Tuesday.

Brown pleaded guilty in September to charges of coercing travel to engage in illegal sexual activity and conspiracy to commit that crime.

Brown was arrested in March 2018 and accused of running a prostitution ring from a township hotel. Oscar Carter III also was arrested and charged with the same crimes. He has not pleaded guilty, and his case is ongoing in the U.S. District Court for the Western District of Pennsylvania.

According to a sentencing memorandum filed by Assistant U.S. Attorney Heidi M. Grogan, Brown admitted to investigators that she drove the victim from Ohio to Pittsburgh and dropped her off at the hotel, where the victim was arrested by law enforcement after agreeing to perform a sex act in exchange for money. She also said she knew the girl was 17 years old, the memorandum states.

“In her interview, defendant told law enforcement that she was 'like, a caregiver' to the minor victim,” the memorandum states.

The victim in the case was unable to give an impact statement because she had died prior to sentencing. The circumstances of her death are under investigation.
