Adams Twp. supervisors discuss development's bond

Resident talks more of Kingsridge issues

ADAMS TWP — Supervisors discussed the Kingsridge bond at their Monday night meeting after an township resident asked what could be done to push through final work remaining on the project.

Resident David Rosen told supervisors that no homes have been built in the plan for nearly two years. Because work still needs to be done in Phase 2, the township has not taken back all roads, and the Kingsridge bond has not been entirely released.

Rosen reminded the board that he has attended previous meetings to ask about Kingsridge.

“(I) listed a bunch of things that needed to be completed,” Rosen said. “(What) updates or status have you had?”

Township Manager Gary Peaco said the township has had trouble corresponding with Kingsridge developer Frank Zokaites.

“It’s been very difficult getting a response from him,” Peaco said.

Rosen praised supervisors for looking at the development about two months ago to see what still needs to be done for Phase 2. Specifically, supervisors looked at sufficient roads and parking spots.

Rosen provided supervisors with pictures of the sites at which they looked. He brought up a handicapped spot that received a “fail” rating and asked who would be liable for the spot.

“Who is responsible if someone gets hurt?” Rosen asked.

Supervisor Russell Ford clarified that the township hasn’t taken back the road and sidewalk near the parking spot.

“We have not adopted this road yet,” Ford said.

Rosen encouraged supervisors to take control of the area.

“I’m asking you to take over as much as you can,” Rosen said. “Well, not ‘as much,’ all of it.”

“We have no jurisdiction,” Ford said. “We won’t accept or take over these roads until everything is back to our specifications.”

Rosen asked what the township could do to get the developer to comply with township standards. He is particularly interested in the installation of additional street signs, the playground and the retention pond in the Kingsridge plan.

“What happens next?” Rosen asked. “Who works with the developer to fix the retention pond?”

“It’s a difficult question to answer,” Peaco said.

The township, according to Peaco and Ford, is limited in what it can do because the developer still has jurisdiction on the land. Township engineer Ron Olsen said the developer has suggested that some of the issues Rosen discussed are now homeowner association responsibilities.

Ford asked if the association ever considered meeting with Zokaites.

HOA President John Wrobleski said the group has tried to meet with him.

“We’ve scheduled (a meeting) three times since May, and he’s backed out at the last minute each time,” Wrobleski said.

Wrobleski added that the only things the HOA has taken over is cutting lawns and painting zones.

Rosen reminded supervisors they still control some bond money.

“We have no leverage with the builder,” Rosen said. “We have no leverage with the developer.”

Supervisors voted to have township solicitor Mike Gallagher send a letter to Zokaites about finishing Kingsridge.
