Mother arrested for CYS threats

A mother of four was arrested Thursday on charges she threatened to beat up a Butler County Children and Youth Services caseworker.

Chelsea M. Hainer, 27, who appears to be homeless, is charged with two counts of terroristic threats and one count of disorderly conduct.

She is in the Butler County Prison on $10,000 bail.

Butler County detectives said the incident began around 1 p.m. Tuesday in the CYS office in the county government center. Hainer is accused of swearing at the victim, who is supervising the care of one of the defendant's children.

The caseworker went into the secured portion of the office, according to charging documents, and shortly afterwards Hainer started kicking the door.

She continued yelling at the caseworker, detectives said.

Other CYS employees told investigators that Hainer threatened to beat the caseworker when she saw her in the parking lot.

The front desk receptionist notified sheriff's deputies after the suspect fled down the stairwell.

A review of surveillance video confirmed Hainer's “volatile actions,” documents said.

At her arraignment Thursday, she told District Judge Sue Haggerty that she is the single mother of four children, ages 1, 4, 7 and 8.

She also acknowledged that CYS has custody of her children.

Hainer's preliminary hearing is tentatively scheduled April 29 at the office of District Judge William Fullerton in Butler.
