SUMMIT TWP — Abuse-related charges have been filed against a third aide at a medical care facility in the township.

State police Monday charged James J. Styen, 30, of Butler with neglect of a care-dependent person.

Styen is accused of shoving the 33-year-old victim at Lifesteps on the 200 block of Headland Road in Summit Township last year.

On Jan. 23, police charged Barbara E. Ion, 56, of Kittanning, and Angel M. Stiteler, 25, of Cabot with the same crime, a first-degree misdemeanor.

The three defendants are suspected of abusing the victim between Aug. 8 and Oct. 29, 2018. The man suffered injuries, including a black eye, broken finger, bruising and a possible bite mark.

According to court documents, the victim is “non-verbal, has several mental disabilities and walks with an unsteady (gait).”

Another employee of Lifesteps allegedly reported seeing Styen grab the victim's face and shove him from behind, causing the man to fall to his knees.

Styen in a subsequent interview with police allegedly admitted to shoving the victim.

Police said that during their investigation they obtained video footage that showed the alleged abuse by the other previously charged defendants.

The video, documents said, showed Ion shoving the victim several times and Stiteler grabbing him by his gait belt and throwing him down.

Stiteler is also seen shoving the victim in the forehead several times and preventing him from getting up, documents said.

Additionally, a staff member later provided police with an eyewitness account. The staffer recounted seeing Stiteler shove the man onto a couch “hard enough where it lifted (the couch) off its legs.”

Staff members described Ion as being “impatient” with the victim.

Investigators said that during an Oct. 29 interview with Ion, she admitted that within the past two months she shoved the victim “out of frustration,” according to a police affidavit.

She acknowledged that her actions were improper and caused the man to fall and land on his back.

Styen did not immediately return a telephone call Monday. Ion declined to comment and Stiteler's attorney, John Haller Jr., declined to comment until after his client's preliminary hearing next month.

Hearings for the defendants are scheduled for March 5 at the office of District Judge Lewis Stoughton in Chicora.

Lifesteps is a nonprofit agency that provides a variety of care and services for different life stages, including adult day health services, Alzheimer's care, caregiver support, child care, early education, preschool and summer camp.

It operates community homes in Butler, Center, Clearfield, Slippery Rock and Summit townships.
