Butler police say they caught a Penn Township woman in a pickup truck with suspected heroin, packaging materials and other contraband following a call for alleged drug activity on the 300 block of First Street.

Kimberly A. Weibel, 35, was arrested Sunday for felony drug possession. She is free on $25,000 bail.

Police were investigating a complaint of a possible drug deal at a house about 4:15 p.m. when they spotted a pickup truck pull up behind a car, according to court documents.

Two people got out of the truck and walked up to the car. Officers approached the truck and identified Weibel as the driver. She told police that she recently bought the vehicle.

Police said they recognized her front-seat passenger, Scott A. Locke, 47, of Prospect, who they learned was wanted on an out-of-county bench warrant.

“(City police) and the Butler County Drug Task Force have received several complaints advising that Locke is involved in drug activity and sales,” documents said.

Officers deployed a police dog, investigators said, that indicated there were narcotics on the front passenger side. Locke told police the truck “belongs to (Weibel) and he had nothing illegal in it.”

Police subsequently got a search warrant for the truck and contents. The search turned up a woman's pouch between the front seats. The pouch contained 15 new and unused glassine bags commonly used to package heroin.

Also in the pouch were other items including a digital scale, two metal spoons and a “small measuring scoop,” according to a police affidavit, that officers believe was used to measure amounts of heroin.

Police said they searched Weibel's purse and found two suspected drug-snorting straws.

Additionally, the affidavit said, officers seized a small plastic baggie containing “what appeared to be pure heroin” in a sunglass holder between the visors. There were also a dozen new and unused stamp bags in the sunglass case.

The search warrant inventory indicated that police also seized $750 in currency.

Weibel was arraigned on a felony charge of possession with intent to deliver a controlled substance and a misdemeanor charge of possession of drug paraphernalia.

Locke was arrested on the warrant out of Somerset County in connection with a March 27 case of driving under the influence of a controlled substance and possession of drug paraphernalia.
