EVANS CITY — A borough police officer and a borough council member appear to be at odds.

A borough police officer wrote a letter with a complaint regarding an Evans City council member, prompting a response from Tom Smith, Evans City/Seven Fields Regional Police Department administrator.

On May 21, Smith drafted an email to the Evans City Borough representatives on the commission regarding the officer’s complaint.

He declined to identify the council member or the officer, saying it is a personnel matter.

“One of the officers did send a letter regarding an interaction with a council member,” he said. “I sent out an email to the Evans City Regional Police Commission, that would be Lee Dyer, Kim Armstrong and Dean Zinkhann, advising them that in the future, not pointing out that specific council member, any interference with a criminal investigation or criminal police work could be subject to arrest or a disorderly conduct citation.”

The officer’s letter did not constitute a formal grievance, Smith said, and at this time, the matter seems to be settled.

“There was nothing in the letter from the officer that said they wanted to file a grievance,” Smith said. “The union didn’t file a grievance.”

Additionally, Smith talked with the union president and with police Chief Joe McCombs.

“It has been addressed,” Smith said.

McCombs said at Monday’s borough council meeting that he was unable to comment, as it is a personnel issue.

Borough solicitor Sean Gallagher was not immediately available to comment.
