A Hilliards man, held in the Butler County Jail on heroin distribution charges, saw his bail reduced during a bail modification hearing in Butler County Court on Tuesday.

Bail was reduced from $75,000 to $5,000 cash or surety for Joshua L. Pisor, 29, by county Judge William Shaffer.

Shaffer also imposed the condition that if paid by surety, Pisor will undergo pretrial supervision through the Butler County Adult Probation Office.

His attorney, Kenneth Harris, asked for the reduction because his client has employment and a place to live, and this current bail is the only thing holding him in jail. Pisor testified that he has a job available working landscaping for a friend and will be living in Butler with his cousin, where he was residing when he was arrested.

Despite Shaffer saying a “substantial amount of heroin” was involved in the case, he reduced bail as Pisor has been held in the Butler County Prison since Jan. 23 on this case.

He was charged with felony possession with intent to deliver a controlled substance, conspiracy to deliver a controlled substance and illegally possessing a firearm following an incident that allegedly occurred on June 15, 2015. At the time charges were filed, he was serving time in the county facility since Nov. 7, 2016, for failing to pay child support.

Pisor then testified that the child support issue has been resolved.

State police in Butler allege that Pisor was helping his father, Richard H. Pisor Jr., distribute narcotics out if his Stalker Road home, where he was living at the time.

A search of the home turned up 179 stamp bags of heroin and 578 prescription pills that were stashed in a vinyl cooler, police said. A rifle also was found under a bed in the home's basement where Joshua Pisor was living. Because of a 2007 conviction for burglary, he is barred by state law from possessing any firearms.

Richard Pisor previously admitted the heroin and pills “were his and that he sold it,” according to a police affidavit. He also implicated his son, saying he would provide money to Joshua Pisor to pick up the drugs in Cranberry Township, that would later be distributed.

Richard Pisor was arrested immediately after the search of his home in June 2015. He subsequently pleaded guilty to heroin trafficking and in 2016 was sentenced to 3½ to 10 years in state prison.

He is currently serving his term at the State Correctional Institution-Laurel Highlands.
