PENN TWP — A township man stands accused of sexually assaulting four boys, allegedly plying the victims with varying amounts of cash, gifts and out-of state vacations.

James M. Leroy, 54, of Beacon Road was charged Wednesday with, among other crimes, two counts of indecent assault of a person under the age of 13 and two counts of indecent assault of a person under age 16.

Leroy, according to court records, is in the Butler County Prison unable to post $250,000 bail.

According to court records, the investigation began when two reports about Leroy, relating to two different boys, rolled in to a telephone hotline two days apart in March.

The first call, which was taken by Butler County Children and Youth Services, related to a 14-year-old boy.

Days later, Penn Township Police received the second report which related to an 11 -year-old boy.

An affidavit of probable cause filed by Penn Township police states two other alleged victims — men who claim they were assaulted by Leroy when they were children — were discovered during the course of the investigation.

All of the boys allege they initially came into contact with Leroy because he is owner of Jimi Enterprises on Pittsburgh Road.

The 14-year-old boy, for example, said that when he was 13 he first was paid to do small jobs. According to an internet site, the business performs general contracting and remodeling.

At some point, the 14-year-old boy said he began to visit the defendant’s house in Penn Township, according to court records. There, he claimed Leroy began rubbing his feet and back and allowing him to use a hot tub. During the course of the visits, the boy alleges, the defendant paid him $200 to perform sex acts on six or seven occasions.

The assaults continued during a trip to Florida. There, the boy claims he was paid with cash and lottery tickets.

The assaults, according to police records, began occurring almost daily at Leroy’s house and sometimes more than once in a given day with the payments increasing to between $400 and $1,000 per incident as well as gifts such as a dirt bike, court records allege.

The boy alleges he later traveled to Texas, West Virginia, North Carolina and Michigan with the defendant.

The boy claims the defendant gave him alcohol, tobacco and the prescription painkiller Vicodin, according to court records.

The boy also told police he was permitted to drive the defendant’s vehicle daily.

Court records say the 11-year-old gave investigators a similar report, saying he met the defendant and began doing odd jobs for pay at Jimi Enterprises.

The boy alleges that during the summer of 2015, the defendant started taking him to church activities as well as an area game store and swimming pool.

At some point, the child alleges the defendant began touching his genitals in a painful manner described as “ball tapping,” according to court records.

Like the older boy, the 11-year-old alleges he visited the defendant’s home and sometimes spent the night.

The younger boy also alleged he traveled to Michigan with the defendant and the defendant gave him cold medicine and alcohol.

In court records, police say investigators also learned about two other potential victims, who are now are adults.

One of the men, according to court records, alleges he met the defendant at Jimi Enterprises in 2009 when he was 12.

He says he also went to the defendant’s home. While in the hot tub at the house, the man alleges the defendant forcibly removed his shorts and assaulted him. The man told police he called his mother and left after the assault.

The other man, court records say, alleges that he began working for Leroy around age 16. Eventually, he spent weekends at the defendant’s house where he alleges he also was assaulted.

That second man reportedly told investigators that Leroy bought him clothes, food, video games and a dirt bike. At some point, the man told investigators, he told Leroy to stop the assaults and the man never went back to see him.

The victims are not being identified due to the nature of the allegations.

In addition to the four counts of indecent assault, Leroy is charged with five counts of corruption of minors, four counts of child endangerment and two counts of reckless endangerment.

Leroy was arraigned by District Judge Sue Haggerty in Saxonburg, who set the bail.

A preliminary hearing is scheduled for Nov. 23.

Court records do not identify an attorney representing Leroy, and no one returned a message left at Jimi Enterprises.
