Parking rates set for new garage

City officials set parking rates Monday for the Centre City parking garage on East Cunningham Street, and approved two contracts with companies that will run the kiosk system that patrons will use there.

Council unanimously approved parking rates of 50 cents per half-hour and $1 per hour at parking kiosks at the garage, and $1 per hour at pay stations within the four-floor, 229-space structure, on the recommendation of Butler Parking Authority manager Jim Chiprean.

The garage, which has been under construction since March, could open as early as mid-October, but Chiprean said he believes Nov. 1 is a more “realistic target date,” as the structure’s first day in operation.

“There’s still a lot to do: painting, power washing, installing security cameras,” Chiprean said.

Alongside setting parking rates at the structure, council members also approved two contracts with companies that will operate the servers that ferry payment information to financial institutions from the automated kiosks and pay stations at the garage.

One contract, with 3C Payment Systems, a Luxembourg, Germany-based firm, is for kiosks at the garage and outside the interior gate.

That contract calls for the county to pay a minimum monthly service fee of $100 on the first 1,250 transactions at those kiosks, and a fee of 8 cents per transaction for any additional uses.

The second contract, with Minnesota-based Amano McGann, deals with payment information from kiosks within the garage. City solicitor Jim Coulter said the rates for that contract had not yet been provided by the company.

The $3.9 million garage is part of the Centre City Project by Thomas Construction, and is adjacent to a 76-room Marriot Springhill Suites hotel that will pay the city to reserve 55 of its parking spaces each day. But that hotel isn’t expected to open for business until sometime in 2017.
