Kayakers paddle south down Palm Street in Madeira Beach, Fla., Monday in flooding from Tropical Storm Colin. The storm was expected to continue dropping heavy rains over the Southeast today. Florida Gov. Rick Scott declared a state of emergency as the storm moved into southeast Georgia.
