Former SV student released on $5K bail

Arraignment set for May 10

EVANS CITY — One month after appearing in district court in dress clothes, Josh Speicher appeared before District Judge Wayne Seibel on Tuesday morning in an orange jumpsuit and shackles on his hands and feet.

The 19-year-old, former Seneca Valley High School senior was arrested last week after having an alleged sexual encounter in February with a girl under 13 years old at the high school. His charges, which include indecent assault, endangering a child’s welfare and corrupting a minor among others have been waived to Butler County Court, where he will be formally arraigned May 10.

Speicher also had his bail reduced from $20,000 to $5,000.

With the bail reduction, Speicher will be back with his parents instead of in the Butler County Jail.

“He’s coming back with you,” Seibel told Speicher’s parents, who attended the hearing. “I don’t care if he’s an adult or not, he’s under your roof.”

Assistant District Attorney Russ Karl argued that Speicher’s bail should be at least $10,000. Speicher already faces charges of felony possession of child pornography after receiving pictures last October of a topless 14-year-old Seneca Valley Middle School student.

He was charged for that crime about two weeks after the alleged sexual encounter with the minor.

“The other case was under investigation at the time this occurred,” Karl said. “He knew that investigation was ongoing and still did not exercise restraint.”

Speicher will be arraigned for the child pornography case April 19 in county court. He is not allowed to have contact with the victim or witnesses. He also is not allowed on Seneca Valley School District property.

Police reports state that Speicher kissed the girl’s neck, touched her breast area outside her shirt and pulled his pants down before she walked away to her bus.

The unnamed alleged victim of this most recent case and her family were at the hearing, but they said nothing.

Speicher was placed in St. Stephen’s Lutheran Academy after he was charged with possession of child pornography.

Public defender Ryan Helsel said Speicher has “very limited interaction” with people younger than 18 at the academy.

“Our position would be that the school district has taken the appropriate action by having him removed from Seneca Valley High School and is now in an alternative student center,” Helsel said.

However, Karl said the proximity to younger girls could make for a third incident.

“I do not believe they would be adequately be able to supervise this young man around the clock,” he said.

Helsel said Speicher has a senior project to do and he hopes to be able to graduate from high school this spring.
