Locked-out workers begin returningPITTSBURGH — Some 2,200 United Steelworkers who were locked out over a contract dispute with Allegheny Technologies have begun returning to work for the first time in almost seven months.The union voted this month to approve a four-year contract with the Pittsburgh-based specialty steelmaker, which has 12 plants in Pennsylvania and five other states. The company locked out the workers Aug. 15 after contract talks stalled.About 1,500 of those locked out work at six plants in the Pittsburgh suburbs, including two plants the company says will remain idled until they can turn a profit.The National Labor Relations Board had to approve the contract because it filed unfair labor practice allegations against the company during the lockout.

Avon to cut 2,500 jobs, move HQ NEW YORK — Avon Products Inc. says it is cutting 2,500 jobs and moving its headquarters from New York to Great Britain.The move comes after the cosmetics giant sold its North American business to private-equity firm Cerberus.Avon had 28,300 employees outside its sold-off North American operations at the end of December. It said Monday it will book a $60 million charge in the current quarter due to the layoffs.The company said it expects to save $50 million this year from payroll cuts and the closure of open positions. Starting in 2017, it expects to save around $70 million a year.
