HARRISBURG — Pennsylvania has the nation’s highest parole supervision rate and its fourth-highest incarceration rate.

That’s among the information presented Wednesday at the first meeting of a study group organized by Gov. Tom Wolf to find ways to reduce crime and Pennsylvania’s prison population.

The information is from the nonprofit Council of State Governments’ Justice Center.

Pennsylvania has about 50,000 state prison inmates and 30,000 parolees.

The state began in 2012 to stop technical parole violators from being sent back to prison. There’s been a slight drop in state inmates, but there’s more parolees on the street and growing caseloads for parole agents who say they’re already understaffed.

Meanwhile, the council says there’s no central database for 65 different Pennsylvania county probation agencies, making it difficult to analyze the probation system.
