Evans City to take out loan
EVANS CITY — The borough coffers contain just enough to cover current expenses so borough council Monday night voted to take out a tax anticipation loan until real estate taxes arrive at the end of March.
Councilman Paul Foster, who is on the finance committee, recommended the borough immediately take out the loan in an amount not to exceed $125,000.
Borough secretary Nadine Grabe said officials at NexTier Bank told her the process would take 30 to 45 days.
Foster said payroll and bills will be paid using the loan money.
Council Vice President Kim Armstrong explained that the borough’s revenue from shale gas drilling plus the sale of water for drilling from the former water plant have greatly decreased in recent months.
Armstrong, who represents the borough on the Evans City-Seven Fields Regional Police Commission, said the commission members also are watching expenses to keep costs as low as possible.
“Things are tight everywhere,” Armstrong said.
Because of the borough’s financial situation, the EDCO Park Authority will have to dip into its foundation’s funds if it receives a $10,000 county grant for which they are applying.
The grant requires a 25 percent match from the borough, but Armstrong told authority President John Rogers the money is not there.
“I believe this is something we budgeted for,” Foster said of the $2,500 match.
However, council member Dave Spithaler said, “There is nothing in the budget right now for an EDCO matching grant.”
Solicitor Mike Gallagher confirmed it would be permissible for the authority to pay the borough the money to provide the match.
Rogers said the grant, if received, would be used to renovate the park’s basketball courts and add mulch at the park’s playground.
The council voted to proceed with the EDCO grant application with the contingency the EDCO Park Foundation provide the $2,500 for the borough’s matching amount.
