Teachers to pay more for care

3-year deal hikes insurance costs

BUTLER TWP — Teachers in the Butler School District get pay increases with their new contract, but they also will have health care cost increases.

On Monday, the school board approved a three-year contract — running from July 1, 2015, to June 30, 2018 — with the teacher’s union, which entails 3 percent pay raises each year of the contract, and has teachers paying more for their health insurance through Highmark.

This includes higher co-pays and an additional $20 in the monthly premium cost.

Debbie Brandstetter, director of business services for the district, said the new plan is expected to save the district about $1 million over three years.

Brandstetter said a big part of the district’s savings comes from the change over from a Highmark PPO Blue plan to a Highmark Community Blue plan, which is less expensive for the district.

“There will be a cost savings,” Brandstetter said.

Although there is an ongoing dispute between Highmark and UPMC, Brandstetter said that people seeing UPMC doctors for some things will be able to continue to see them, but they will have a higher deductible and higher co-pays.

Under the current health plan, individuals pay a premium of $60 per month and families pay $90 per month. Under the new plan, individuals will pay $80 per month and families will pay $110 per month.

Under the current plan, there is no deductible.

But starting in school year 2016-2017, the in-network individual deductible will be $250 and the family deductible will be $500. Then, for 2017-2018, the individual deductible will go to $500 and the family deductible will go to $1,000.

Currently, there is no maximum out-of-pocket payment. With the new plan starting 2016-2017, the maximum out-of-pocket for individuals will be $3,100 and it will be $6,200 for families.

The current plan had a co-pay for specialists and urgent care of $20, and the co-pay for emergency room care was $50. There is no co-pay for therapy and chiropractic care.

With the new plan, the co-pay for specialists and urgent care is $30, and the co-pay for the ER is $100. For therapy and chiropractic care, the co-pay for the first 20 visits is $10, and $20 for the next 20 visits. For visits 41 through 60, the co-pay is $30, and visits are capped at 60 a year.
