PHILADELPHIA — Pennsylvania horse racing regulators have given a key approval advancing a casino and racing resort project that’s been in the works for more than a decade.

The state Harness Racing Commission on Wednesday approved an ownership change for the proposed Lawrence Downs Casino and Racing Resort near New Castle in Lawrence County.

Joseph Procacci, owner of a Philadelphia-based produce supplier, and his investors bought out another group of investors who have controlled the racing license for the Mahoning property since 2013.

Officials say construction of the racetrack and casino will begin within 10 months of approval of a casino license.

The project can’t move forward without the license.

Officials say construction must start by September 21, 2016.
