MONACA — Shell Chemicals will spend $80 million to remediate the area surrounding an old Horsehead Corp. site along the Ohio River.

The rehabilitation could be in preparation for a potential multibillion-dollar ethane cracker plant in Potter Township.

A filing with the state Department of Environmental Protection indicates officials found high levels of lead and arsenic on the 300-acre property.

Remediation of the site will take years to complete. Shell intends to lay down at least several feet of soil to prevent rainwater from getting into the contaminated soil.

The site had been used for more than 80 years by a variety of developments, including the St. Joseph Lead zinc smelter and subsequent Horsehead zinc plant.

HARRISBURG — Gov. Tom Wolf wants to involve more small and diverse businesses in state government contracting and Pennsylvania's economy.The Democrat signed an executive order Wednesday calling for a coordinated effort to ensure contracting opportunities in state agencies for small businesses as well those run by minorities, women, veterans, the disabled and members of the gay, lesbian, bisexual and transgender community.Wolf's order creates an Advisory Council on Diversity, Inclusion and Small Business Opportunities to coordinate the initiative. Members of the council are scheduled to hold their first meeting today.The order also renames the Bureau of Small Business Opportunities to the Bureau of Diversity, Inclusion and Small Business Opportunities.
