Police seek Sharon man
Law enforcement authorities are seeking a suspected serial check bouncer and home improvement con man wanted in Butler and several other counties.
Timothy A. Pickard, 29, of Sharon, Mercer County, is accused of leaving a trail of alleged crimes dating back to last summer. The crime spree spanned more than six months and netted him more than $11,000.
Pickard is being sought on arrest warrants and charges in Butler, Mercer, Lawrence, Venango, Crawford and Jefferson counties.
Additionally, he is being sought by state parole officers for a probation-related offense and by the Mercer County Sheriff’s Office on a bench warrant for failing to appear at a November hearing while awaiting trial for drunken driving.
State police in Butler, in the most recent case, charged Pickard this week with theft by deception for passing a bogus check of $187 at the Forestville Beer Distributor on Route 8 in Mercer Township.
The check was written Jan. 2 on a closed bank account in the name of American Builders, according to court documents.
Investigators said Pickard was doing business under that same business name in June and July 2013 when he allegedly swindled two Mercer County homeowners.
He entered into an agreement June 20 to build a porch roof and a fence at a home in Hermitage. He was paid $3,300 in advance for the work.
The defendant started the porch project but stopped work when it was learned that he had not first obtained the required building permit.
He never returned to finish the job, Hermitage police said.
On July 19, Pickard and a different homeowner signed a contract for a remodeling project in Hermitage, city police said. Again, he was paid $3,300 in advance.
But the work was never started. Police said the homeowner was not able to contact the suspect again.
In both the alleged home improvement rip-offs, Pickard is wanted on felony warrants on fraud-related charges.
State police in Mercer, in an unrelated case, got their own arrest warrant for Pickard after he was paid $1,977 to replace windows at the Otter Creek Township Building, but skipped out on the project.
He is charged with theft by deception.
Last month, New Castle police obtained a warrant for the defendant in connection with yet another suspected con job.
Police said Pickard in that case failed to do handyman work at a city home for which he was paid $300 on Nov. 25. He is charged with theft and receiving stolen property.
About a week later, District Judge Wayne Seibel issued an arrest warrant for Pickard on charges that he bounced two checks totaling $1,051 at a Butler County supermarket.
He passed both checks Oct. 14 at the Northgate Plaza Bi-Lo in Jackson Township. He is charged with two counts of bad checks.
Meadville police in Crawford County have their own warrant for Pickard in another bounced check and theft case Nov. 12, court records showed.
Additionally, Oil City police in Venango County charged him last month with writing two more bad checks Nov. 29.
And in Jefferson County, the suspect is accused of passing two more bum checks Nov. 1 and 2 at Mike’s Supermarket in Brookville. Investigators said the checks totaled $790.90.
Brookville police on Monday charged him in that case with two counts each of bad checks and theft by deception.
