BUFFALO TWP — The township supervisors on Wednesday approved a conditional use for XTO Energy to drill two gas wells on an Ekastown Road property.

The company will drill on land owned by Thomas Pajer at 238 Ekastown Road.

XTO also was given permission to install a freshwater impoundment facility at 255 Obringer Lane, which is owned by the John W. Obringer Trust.

MEADVILLE, Crawford County — Two Pittsburgh paving companies with asphalt storage tanks in several counties, including Butler County, have been fined by the state Department of Environmental Protection for failure to permit the tanks.Russell Standard and Hammaker East violated the Storage Tank Act and associated regulations, and each have agreed to pay a $20,000 penalty for removing and installing storage tanks without the proper state-certified oversight and failing to obtain permits for tanks at asphalt plants in Adams Township, Butler County; Le Boeuf Township, Erie County; Greene Township, Franklin County; and Springfield Township, Mercer County.Russell Standard owns and operates the Mars asphalt plant.“The asphalt emulsions stored in these 26 tanks, which range in size from 6,000 to 158,000 gallons, are a regulated substance under the Storage Tank Act. The tanks should have been permitted accordingly,” DEP Northwest Regional Director Kelly Burch said. “Certified installers must also be used for removing and installing tanks like these, and it is apparent that also did not occur.”The companies also must hire an independent, third-party, certified inspector to examine the tanks; register all tanks with DEP; and apply for any outstanding permits.

CRANBERRY TWP — William Lambert, president and CEO of safety equipment manufacturer MSA, has been named the recipient of the Ernst & Young Entrepreneur Of The Year 2012 Award in the manufacturing category for Western Pennsylvania and West Virginia.In receiving the honor, Lambert is now eligible for the National Entrepreneur Of The Year Award, which will be announced in November.Lambert was selected by a panel of judges, and the award was presented to him at a recent gala at the Wyndham Grand Hotel in Pittsburgh.He was elected CEO of MSA in 2008.Through the work of Lambert and the board of directors, MSA has survived the worldwide recession, reaching sales in 2011 of a record $1.2 billion.

WASHINGTON — Federal safety officials say they’re fining Boeing $13.5 million for failing to meet a deadline for providing airlines instruction on how to prevent fuel tank explosions in some airliners.The Federal Aviation Administration said Friday that aircraft manufacturers were required to develop design changes and service instructions for installing systems to reduce the risk of fuel tank flammability by Dec. 27, 2010. The agency said other manufacturers met the deadline, but Boeing was 301 days late on providing instruction for its 747 planes, and 406 days late for its 757 planes.
