Callery seeks sewage option

Service switch being studied

ADAMS TWP — Callery officials talked to the Breakneck Creek Regional Authority on Tuesday night about the authority providing sewer service to the borough.

Callery council President Ed Conway said the borough is interested in switching its sewer service from Evans City, where sewage from Callery is pumped, to Breakneck Creek Regional Authority on Mars-Evans City Road in Adams Township.

Attorney Tom Smith, who attended with Conway, asked Breakneck board members if they could provide a template agreement that Callery officials could show residents during a public meeting planned for April.

Smith also asked the board about the likelihood of a monthly rate increase to pay for the additional processing that would be required.

Tim Schoeffel of the Evans City Water and Sewer Authority said this mornining that the authority plans to increase rates to help pay for the construction of a new sewer treatment plant, but the amount has not been set yet.

Breakneck Creek solicitor Tom King said the authority is in good shape financially, and could handle the increased inflow from Callery.

Conway said the borough plans to make a decision in May regarding its sewer service provider.

Breakneck engineer Daniel Goncz said the state Department of Environmental Protection will require the termination of the borough's agreement with Evans City as well as the new agreement with Breakneck Creek to approve the switch.

The authority board agreed to investigate making this switch, and plant manager Mike Davidson said he will begin work on the borough's request.

Smith told the board the borough would like to have options in place by March to share with residents in April. Callery has about 275 sewer customers.

Conway said in addition to the projected rate increase, Callery wants to break with Evans City because of a dispute between the two boroughs regarding Callery's contention last year that Evans City has been overcharging Callery for sewer service for a decade.
