HARRISBURG — A bill to give Gov. Tom Corbett or his designee the power to take over many of Harrisburg city government’s central functions overwhelmingly passed the state House on Wednesday, leaving it a vote away from landing on Corbett’s desk.

The House voted 185-to-9 for the proposal, which is designed to resolve a stalemate between Mayor Linda Thompson and the City Council over how best to solve the city’s dire financial problems. There was no floor debate.

A Senate Republican spokesman said the chamber would likely take up the bill the week of Oct. 17. Corbett’s office has said he supports it.

It would allow the governor to declare a state of fiscal emergency and appoint a receiver to assume much of the decision-making authority when third-class cities such as Harrisburg can’t agree on a solution under the state’s Municipalities Financial Recovery Act, often referred to as Act 47.

Rep. Glen Grell, R-Cumberland, a leader in developing the legislation, said after passage that he hoped Thompson and the council would act soon to adopt their own recovery plan and avoid what some consider a state takeover of the city.
