HARRISBURG — Leaders of the Pennsylvania House of Representatives on Tuesday scaled back some perks that representatives and their staffs have long enjoyed.

Starting July 1, the 203 House members will be required to pay 1 percent of their salary toward their health insurance.

The same requirement will be phased in over the next year for hundreds of staff aides and retirees.

Senators and their aides have made a similar contribution toward their health coverage since 2006.

HARRISBURG — A state Senate committee is advancing a bill to ban abortion coverage from policies obtained through health insurance exchanges that are to begin in 2014.The bill passed the Senate Banking and Insurance Committee on Tuesday, 12-2. Last year's landmark federal health care law requires states to set up the exchanges to provide a marketplace where small businesses and individuals can buy coverage.However, some abortion rights proponents say federal law already restricts taxpayer funding for abortion coverage, and that this bill goes farther than federal law by restricting abortion coverage in private policies.

PITTSBURGH — Police in Pittsburgh say a man was killed after being shot inside his vehicle, which then crashed into a boarded-up home and flipped onto its roof.The Allegheny County Medical Examiner's Office identified the victim as 27-year-old Jabbar Fridia of the city's Hazelwood neighborhood. Police said they were called to Hazelwood just before noon Tuesday to find the man trapped inside his Chevy Tahoe. No one else was in the vehicle when they arrived.Authorities said they think Fridia was the intended victim and that the car was either moving slowly or stopped when the man was shot.

HOLLIDAYSBURG — An attorney representing a high school student charged with stabbing a classmate in front of the school's field house last month says his client should have a psychiatric evaluation to determine if he can be treated in the juvenile system.The Altoona Mirror said attorney Thomas Dickey made the request Monday on behalf of 16-year-old Jeremiah Moser, who is charged as an adult with attempted homicide, aggravated assault and recklessly endangering another person. Dickey wants the case transferred to juvenile court, and also wants the youth moved from county prison into a juvenile facility or allowed to stay at home.

CALIFORNIA — Authorities have withdrawn charges against a California University of Pennsylvania fraternity member in an accidental shooting that slightly injured a female student last fall.District Judge Joshua Kanalis said Monday that borough police and the prosecutor reached an agreement with 20-year-old Dustin Fuller of Waynesboro that required him to complete a firearms class.Kanalis had also ordered Fuller into alcohol counseling following his Oct. 3 arrest on simple assault and endangerment charges.Police said Fuller accidentally fired a shotgun through a floor wounding another student.
