PITTSBURGH — Pennsylvania's property tax assessment system is broken and the state legislature needs to fix it, Allegheny County's executive said Monday as he outlined plans to address a state Supreme Court order to conduct a reassessment.

Dan Onorato said he will meet with local lawmakers in Harrisburg in hopes of persuading them to address the system, perhaps by looking to methods used by other states.

"We need a statewide solution to a statewide problem," Onorato said. "The system doesn't work."

Every state but Pennsylvania and Delaware use property tax systems that protect property owners against massive tax increases, he said.

Of Pennsylvania's 67 counties, nearly half have not conducted a reassessment in more than a decade, with some counties going at least several decades without doing so, including Allegheny's neighboring counties.

The court found that while Allegheny County's system has resulted in unfair assessments similar disparities vary from county to county and should be addressed individually.
