In reply to Pam's writing in regard to City Council's actions in regard to Mr. Rosen, I fully respect and understand the concerns that you and others have in this matter. As I said prior to the vote at our council meeting, I take full responsibility for allowing this action to have taken place under my watch. I can not take responsibility for the actions of the employee, but I am the one who submitted my recommendation to the others on council in regard to the "last chance agreement". I will attempt to answer some of your quetions in this reply, but in the event you or others have more questions relating to this, my home phone number is 724-283-2280 and my cell phone number is 724-679-4666. I would be happy to speak to anyone in this regard. As to the questions in your web letter, all expenses which would be incurred by the City will be reimbursed by Mr. Rosen. The Drug and Alcohol program which is at Mr. Rosen's expense is part of the conditions of employment. Failure to satisfactorly complete the program is a violation of the agreement and will result in termination. My conversations with our Police Chief have been confirmed by him that the testing will not interfere in our ability to serve the public in any way. I completly understand the concerns that you and others have in this "last chance agreement", and as I stated publicly previously; this agreement is not extending the arm of forgiveness but rather of opportunity. Mr. Rosen made a very very bad mistake, and yes we all are fortunate the results of that mistake were not worse. Mr. Rosen has a personnel file record with the city with no negative comments in excess of 16 years, this was his first DUI, and I again to not condone nor approve of his actions. However, he has been a good worker for the City in the past, and I again feel the conditions set in the agreement show our stringent requirements for his continued employment, fully realizing he and I are paid by the taxpayers of our City. I am not and never would be critical of anyone in questioning my decision, but I am willing to accept criticism by others since I am an elected official and made my recommendation to council based on what I feel was an appropriate action to both help Mr. Rosen and at the same time assure the public this is not being overlooked or forgotten.
