PITTSBURGH — The union representing Allegheny County's transit agency has rejected a state fact-finder's contract recommendations, but the union said it won't strike and hopes to resume bargaining.

Earlier Friday, the Port Authority of Allegheny County's board unanimously approved recommendations that would have given workers 3 percent raises in each of the next three years but require members to pay more for health care.

About 2,300 employees are union represented; most are operators.

PITTSBURGH — The University of Pittsburgh is broadening its anti-discrimination policy to include the way people express their gender identity through clothes and appearance.The university's anti-discrimination already covers sexual orientation.The vice president of the university's Rainbow Alliance, which advocates for gay, bisexual and transgender students, said the changes extend that policy to "anyone whose gender identity does not match their assigned sex at birth."

PITTSBURGH — Allegheny County has appealed an elections board decision to reject a ballot measure about the much-maligned tax on poured alcoholic beverages.Three judges, standing in for the elections board last week, tossed out two referendum questions on the 10 percent drink tax enacted this year to subsidize public transit.The judges ruled only county council could raise or lower taxes.Drink tax foes had proposed a ballot measure slashing the levy to 0.5 percent.County council was seeking its own referendum, essentially asking voters to choose between eliminating the tax and raising property taxes.
