Sorry for the misunderstanding. I guess it doesn't suprise me that welfare did nothing. It seems like they are more then willing to give, but not punish the ones that abuse the system. I'm not sure the lock down rehab would work. If jail time isn't working then how would the rehab. People can only get better if they want the help. Not if they are forced to get help.
