CLEVELAND — Margaret Irvine Weir, president of NexTier Bank, based in Evans City, has been named a director for the Federal Reserve Bank of Cleveland's Pittsburgh office.

The Federal Reserve Bank of Cleveland is one of 12 regional Reserve Banks that comprise the national system that formulates U.S. monetary policy.

Each Reserve bank's main office has a nine-member board of directors and three directors represent the reserves interests in district offices, like Pittsburgh.

Irvine is serving with Robert Paul, chairman and chief executive officer of Ampco-Pittsburgh Corp., and Howard Hanna III, chairman and CEO of Howard Hanna Real Estate Services based in Pittsburgh.

MARS — Citizens Bank has opened a new branch in the Adams Shoppes in Mars.This is the ninth Citizens Bank branch in Butler County. Heather Amistade is the branch manager.Known as the Adams Ridge N.I.C.E., which stands for New In-Branch Citizens Experience, it features a new design for customer services.

Butler County Register of Wills and Clerk of Orphans Court Judy Moser has been re-elected to the executive board of the state Association of Elected County Officials.Moser is a graduate of Freeport High School and of Geneva College in Beaver Falls. She also earned her master's degree from Geneva and is certified in the Myers-Briggs Personality Indicator.She is the daughter of Fred and Agnes Gerner of Cabot.

BUTLER TWP — The Butler County Chamber of Commerce and Butler Human Resources Association are sponsoring "A Forum on Workplace Law Issues," March 15 at the Succop Theater on the campus of Butler County Community College.The forum is free and is scheduled to run from 8:30 a.m. to noon. <B>Mark Kania, </B>chief financial officer for ISM Acquisition Corp. in East Butler, has been re-elected secretary-treasurer of the International Staple, Nail and Tool Association. ISANTA has 20 members and concentrates on the manufacturing and use of fasteners and other industry markets.———<B>Donald Fair</B> of Butler, a driver for Landstar System, based in Jacksonville, Fla., has been honored by the company for driving 1 million miles without an accident. He lives with his wife, Ruby, and was one of 81 drivers recognized for their safe driving.———<B>Trooper Douglas Humble</B> of Beaver Falls, a Cranberry Township native, has been promoted to the rank of lieutenant and assigned to the state police's Domestic Security Office in Harrisburg. He joined the state police in 1984 and has served in Shippenville, Beaver, Avondale and Butler. He is married to Michele Steeb Humble, a Zelienople native. They have two children.———<B>Eric Weimer,</B> owner of Weimer Financial in Butler, has received certification as a financial planner from the Certified Financial Planner Board of Standards, a nonprofit regulatory organization for professional financial planners.———<B>Dr. Shernaaz Kapadia,</B> who is on the medical staff of UPMC Passavant-Cranberry, Mercy Hospital and Children's Hospital in Pittsburgh, has joined Allergic Diseases and Asthma Associates in Pittsburgh.
