Penn State ups tuition to balance its budget

Salaries, health costs increase

HARRISBURG - Penn State University's board of trustees voted Friday to increase base tuition for resident undergraduate students by 6.6 percent and for out-of-state students by 4.9 percent for the 2004-05 academic year.

The new rates, adopted during a board meeting in State College, translate into an annual tuition cost of $10,408 for freshman and sophomores at the University Park campus. Resident juniors' and seniors' tuition will range from $10,222 to $13,436, depending on their academic major and whether they were admitted before or after the summer of 2003.

For out-of-state students at University Park, annual tuition rates will increase to $20,336 for freshmen and sophomores and a range of $20,810 to $23,568 for juniors and seniors.

University President Graham Spanier said the increases were needed to balance a $2.79 billion budget that was also adopted by the trustees. Spending increases were fueled by factors such as rising health-care costs and faculty and staff salary increases, Spanier said.

Penn State is receiving a state appropriation of $317.2 million, which covers about 11.4 percent of the budget.

In addition, the board approved increases in two fees that all Penn State students pay. A fee that covers unrestricted access to university computer facilities and the Internet will increase from $320 to $350. The student-activity fee, which varies from campus to campus, would increase by $8 annually at University Park and by $6 at all other campuses.

In November, the board approved a room-and-board increase of nearly 5 percent, or $290 per year for students who choose the most popular meal plan and a standard double room.

During the 2003-04 school year, Penn State enrolled nearly 41,800 students at the University Park campus.
