FORD CITY — A federal judge says PPG Industries Inc. is liable for decades of pollution from a glass plant.

The ruling Monday is a victory for environmental groups that contended waste from PPG's Ford City plant violated the state's Clean Streams Law, the federal Clean Water Act and Resource Conservation and Recovery Act.

The judge also found the company violated a 2009 state environmental protection order.

PPG says it remains committed to cleaning up the site.

The state Department of Environmental Protection has approved a plan to clean up the 77-acre site. PPG plans to start construction 30 days after receiving permits.

INDIANA — The Indiana County coroner has ruled out foul play in the death of a 19-year-old Indiana (Pa.) University student on the school's campus.Coroner Jerry Overman Jr. says the body of Devin Lecomte, of Ashville, was discovered on a street around 1 a.m. Monday.University officials say the freshman was planning to study fine arts at IUP and had just started classes last week.Overman says he has ruled out foul play, but that the cause of the student's death won't be determined until toxicology results are returned on blood and tissues sent to a laboratory.

MURRYSVILLE, — U.S. Postal Inspectors and police have been investigating five suspicious packages addressed to women that were intercepted at a post office in the Pittsburgh suburbs.Authorities aren't saying what prompted them to trace the packages to the Murrysville police office, where local police, the Allegheny County bomb squad and federal agents arrived Tuesday afternoon.
