Butler City Council gave final approval to the revised budget, tax and salary ordinances.

Council voted 3-0 to adopt all three ordinances without discussion at a special meeting Monday.

Councilmen Michael Walter and Corey Roche were absent, but Roche came after the voting portion of the meeting to participate in an executive session to discuss labor negotiations and personnel issues.

The ordinances include several changes from the versions adopted last year.

The budget adopted Monday sets expenditures at $9.14 million, which is slightly less than the $9.15 million budget adopted last year.

Projected revenue from real estate taxes in the new version is $1.88 million, down from $1.92 million in last year's version.

Council members said $1.88 million was a more accurate projection based on past collections.

The new budget includes a $5 increase in the cost of parking permits and revisions in most departments including the police and fire department budgets.

The tax ordinance restores last year's real estate tax rate of 43.25 mills.

The original 2018 budget adopted at the end of last year lowered the streetlight tax 1 mill to 2.25 mills, which lowered the overall tax rate to 42.25 mills.

When council convened in January with a new mayor and one new council member, the majority of council wanted to restore the original 3.25-mill streetlight tax to address problems with streetlight poles in downtown.

The tax ordinance adopted Monday includes the 3.25-mill streetlight tax.

The salary ordinance adopted Monday freezes non-union employee salaries at last year's amounts for all but two administrative employees, who officials said were getting paid less than their positions called for.
