Commissioners take action on CYS board, parks, prison

The Butler County commissioners on Wednesday reappointed attorney David Montgomery to the Children and Youth Services Advisory Board.

Commissioner Jim Eckstein opposed the move, pointing out that Montgomery is the CYS solicitor.

Eckstein insisted it is a conflict of interest for Montgomery to be the solicitor and a board member.

“He shouldn’t be on there,” Eckstein said.

Montgomery was nominated by the advisory board.

“The board made a mistake,” he said.

Commissioner Bill McCarrier, who voted with Commissioner Dale Pinkerton, disagreed.

“This board doesn’t make any binding decisions,” McCarrier said.

County solicitor Mike English said there was no legal obstacle for Montgomery to fill both roles.

Amy Wilson, chief county clerk, said she was unaware of any violation of county policy by the action.

Parks and recreation

The county commissioners awarded a $55,000 contract to Wade Associates of Harrisburg to develop the plans and specifications for the renovation of Alameda Pool.

The total project is being funded by a $400,000 state grant, $200,000 in natural gas drilling impact fee money and $300,000 from timbering the park.

The commissioners also approved an agreement with Mars to use a $50,000 matching grant for the renovation of Clay Avenue Park.

The state will fund $35,000 of the total amount with Mars supplying the remaining $15,000.

The work includes making the park handicap-accessible and renovating the parking area.

Prison security

The commissioners approved a $3,386 contract with Emerson Network Power to maintain the security system in the county prison on South Washington Street.
