Woman allegedly steals in front of police officer

The presence of a uniformed police officer staring right at her apparently was not enough to deter a repeat shoplifter, authorities said.

When Jenna A. Orkwis snatched the cell phone charger Saturday night at the A-Plus store on West Jefferson Street in Butler, city police Sgt. Ben Spangler almost as quickly snatched up the suspect.

An 11-time suspected shoplifter, Orkwis, 26, of Natrona Heights, Allegheny County, was subsequently arraigned on a felony count of retail theft, and later released on her own recognizance.

Spangler was on duty about 9:20 p.m., when he saw the suspect take the cell phone accessory and charging cord, valued at $13.76, at the store.

Orkwis could not have missed seeing the officer, police said. She told authorities that she was going to pay for the merchandise, according to court documents.

Spangler noted in his affidavit that Orkwis has 11 prior shoplifting arrests.

While normally a summary or misdemeanor offense, retail theft is upgraded to a third-degree felony regardless of the stolen property’s value when a defendant has at least two prior arrests for the same crime.

In her most recent conviction, court records showed, Orkwis was sentenced in 2015 in Allegheny County to two years’ probation.

She is currently awaiting trial in Allegheny County stemming from a felony shoplifting arrest in May.

A preliminary hearing in the Butler case is set for Oct. 17 at the office of District Judge William Fullerton.
