BEIJING — The death toll rose Thursday to 170 with cases totaling 7,711 in the virus outbreak in China, as world health officials expressed concern the disease is starting to spread between people outside of China.

The news comes as the 195 Americans evacuated from Wuhan, the city of 11 million where the outbreak began, are undergoing three days of monitoring at a Southern California military base.
