ZELIENOPLE — People will no longer have to pay for parking in the borough.

Council Monday evening unanimously voted to adopt an ordinance allowing for free, three-hour parking in the borough’s municipal parking lots, including the new one being built behind the Kaufman House.

“It will be interesting to see if people cooperate,” borough Police Chief Jim Miller said. “We don’t want it to become a park and ride. I think it will be all right.”

Parking would be enforced from 8 a.m. to 5 p.m. Monday through Saturday. No parking will be permitted from 3 to 5 a.m., with the exception of special permits issued to people living in apartments on Main Street or those staying overnight at the Kaufman House.

The new parking lot behind the Kaufman House is named the “Town Center Lot” in the ordinance.

Miller cited success with the borough’s free, two-hour parking ordinance for parking spots along Main Street.

Borough police will monitor the parking lots via surveillance cameras. Miller said the borough has eight cameras monitoring the lots and the police station all day.

“We can zoom in to pick up drivers’ license plates, if we have to,” Miller said.

Traditional pole meters and electronic pay kiosks will be phased out with the new parking regulations. However the borough will have the kiosks in case the free parking does not work out.

Those who violate the parking hours will be issued a $25 fine. Those who do not pay the fine within 10 days will be fined no less than $100 and no more than $500, according to the ordinance.

The ordinance also prevents parking of any type of trailer, vehicles towing trailers and trucks over 10 tons (except for local delivery).

Other fines will be issued to those who violate different aspects of the ordinance.
