OIL CITY — The state Ethics Commission has fined the former executive director of the Venango County Housing Authority for misappropriation of funds and ordered him to never again seek public office or public employment.

Edwin Evans must also repay $40,000 of the $170,585 that the commission determined was misappropriated. He was also the president of the Venango Housing Corp. board of directors.

The commission says Evans authorized payments from authority or corporation funds for his country club membership and other personal expenses.

Evans' attorney, Michael Hadley, says Evans has already paid $30,000.

Evans hasn't been criminally charged. He was fired in January 2005 by the authority's new board.
