PITTSBURGH — The mother of a woman held captive about 10 years by a school security guard is suing the city of McKeesport, saying its former police chief and juvenile officer ignored obvious leads and didn't do enough to find her daughter.
Sherri Koehnke is the mother of Tanya Kach, now 26, who resurfaced in March 2006 after secretly living with Thomas Hose, now 50. They began a relationship at the school he guarded when Kach was 14 and she ran away to live with him.
Koehnke's attorney, Arnold Steinberg, says police didn't search for Kach around the clock when she was reported missing, and didn't even obtain a photo so officers would know what she looked like.
Police didn't search Hose's home despite having probable cause, according to the federal suit filed Monday. Once, Hose refused to let police in because he said his parents were sleeping, "within earshot of Tanya who was being held downstairs," the suit said.
Steinberg said Kach's relationship with Hose would have been a logical place to start looking.
"It was pretty well known at the school that they had struck up a 'friendship,' and I put friendship in quotes because there was a lot of speculation among faculty and students as to what this relationship had become," Steinberg said. "Someone should have investigated that. I'm not sure why they didn't."
