PITTSBURGH — INDSPEC Chemical Corp. will pay a penalty of more than $150,000 and implement a safe environmental plan as a part of a federal consent decree with the U.S. Environmental Protection Agency and the state Department of Environmental Protection.

The decree was filed Thursday in federal court in Pittsburgh, and there will be a 30-day public comment period. After that, the court will determine if the decree is reasonable.

The decree came about after the EPA and DEP alleged that the company violated the Clean Air Act and other environmental protection regulations at its resorcinol manufacturing plant in Petrolia. Resorcinol is a chemical manufactured for medical purposes and for the use in tire manufacturing.

On March 28, 2013, the EPA issued a finding of violation against the company, saying it failed to comply with some requirements for leak detection and repair.

Under the decree, INDSPEC will have to submit compliance reports and have a couple of compliance audits, and implement a three-year plan for detecting and repairing leaks.

In the decree, INDSPEC disputes the allegations and does not admit liability for the violations the EPA and DEP reported.

INDSPEC is owned by the Texas-based Occidental Petroleum Corp.
