GREENSBURG — A Pennsylvania State Police trooper is facing charges after he allegedly pinned his elderly neighbor to the ground in a property dispute.

State police say 40-year-old Trooper Christopher Miller was caught on tape scuffling with his 72-year-old neighbor last week.

According to police, the neighbor was working on some uprooted shrubs along the property line when the two men argued. Investigators say Miller tackled and landed on top of the man. Police say the neighbor's surveillance camera captured the assault.

State police say 72-year-old Terrence Hurd had to be treated for chest, neck and back injuries.

The complaint against Miller was filed Monday. A message left with his attorney was not immediately returned.

Miller has been a trooper at the Greensburg barracks for 13 years.

INDIANA — Some graduate students at one university are going to have to pay a little more for their advanced degrees.Indiana University of Pennsylvania, the largest of Pennsylvania's 14 state-owned schools, is adding a 5 percent tuition differential to the cost of four doctoral programs and eight master's programs.The tuition bump is possible under a 2008 policy change that allows State System of Higher Education schools to adjust the cost of graduate degrees to reflect costs and demand.University officials say budget woes prompted the decision to raise tuition on programs including the clinical psychology doctoral and MBA programs.

BENSALEM — A Philadelphia man is in custody after police say he tried to run down a Pennsylvania state trooper with his car.Police captured 39-year-old Raymond Dorman Jr. Monday in Bensalem after a four-hour manhunt.Investigators say Dorman was breaking into vehicles at a carpool lot and jumped into a stolen vehicle when the trooper spotted him.Police say Trooper Joseph Schmidt tried to pull the key from the ignition, but Dorman grabbed at the trooper's gun and nearly struck him while fleeing. Schmidt fired three shots at Dorman during the encounter.
