STATE COLLEGE — Authorities say they’ve arrested a serial flasher who targeted women inside Penn State residence halls and off-campus apartments over the last two years.

The Centre Daily Times reports 33-year-old Ryan Ho is charged in nearly 20 flashing incidents on campus and in the surrounding area.

Prosecutors say the Patton Township man slipped into dorms or apartments, donned a mask, took off his pants and accosted unsuspecting women.

Ho was arrested after police say he entered a State College apartment and surprised a woman in her bedroom. He was charged Monday in 18 other cases.
