NEW BRIGHTON — An Ohio woman dangled another woman's baby daughter out of a third-story window of a Western Pennsylvania apartment building “to teach her a lesson,” then dropped the child and blamed the toddler's fall on other children, police said.

Alizae Mosconi, 23 months old, was listed in critical but stable condition Friday at Children's Hospital of Pittsburgh, a hospital spokeswoman said.

Terra Jean Hill, 27, of East Liverpool, Ohio, was charged with aggravated assault and other crimes and jailed in lieu of $25,000 bail. Online court records didn't list an attorney for her.

New Brighton police said in a criminal complaint that Hill told police several stories about the incident, which began when the child was playing inside the apartment complex with other children Thursday evening.

The complaint details Hill's different accounts: At first she said she had no idea how the child fell out of the window, then that another child had placed the girl on the ledge, then that her 6-year-old son had accidentally bumped the child off the ledge, and finally that she dropped Alizae accidentally as the girl was looking at a small animal.

After police noticed scratch marks on Hill's arm, officers said Hill claimed the marks were from a separate incident but eventually said she became angry after the toddler hit her in the face with a ball. Police said Hill admitted she hung the girl out the window, then dropped her after Alizae yelled for help and scratched Hill's arm.

Officers who responded to the scene said Alizae's mother, Elizabeth Newman, was holding the little girl in her arms when police arrived. Newman did not witness the child's fall, police said.

Alizae was visiting the apartment complex from their home in Rochester, Pa., at the time, police said.
