I agree about the drug addicts. I believe convicts are eligible for it as well.

Another thing that upsets me is the way college assistance is handed out. I believe the parents should have to pay taxes for 18 years before grants are handed out. There are too many people that get paid under the table and show no credible income so their children can go to college for free. It's insanity!
