CONNOQUENESSING TWP — For the second time in two years, township supervisor Jack Kaltenbaugh has been found guilty of a state ethics violation, this time for work done by the company he co-owns with his brother, Ronald Kaltenbaugh, JL & RE Building and Excavating of Renfrew.

According to a statement released by the Pennsylvania State Ethics Commission, Jack Kaltenbaugh violated the Public Official and Employee Ethics Act by voting to approve a development application to Honda North when his company was doing excavating and construction services for that project.

Kaltenbaugh was ordered to pay $8,890 to the township and not to accept any compensation from the township reimbursing him for the settlement.

The ethics commission’s 41-page ruling states Kaltenbaugh’s contracting company, through several contracts with Honda North running into 2010, was paid almost $86,000 between August 2009 and June 2010, with $17,780 in profits for the company, $8,890 of which ended up going to Jack Kaltenbaugh.

Honda North co-owner Joe Palmiero, who is named as one of Kaltenbaugh’s contacts in the ethics commission report, was not available for comment.

His son, co-owner Jon Palmiero on Tuesday offered no comment on the ruling, stating that he had no hand in the dealership’s negotiations with the township regarding the project.

Kaltenbaugh admitted to the commission that it would have been difficult for his company to get work on the Honda North dealership if the project had moved out of the township, and admitted to granting leniency to the dealership in his supervisor-related decisions, according to the ruling.
