Perhaps they were, although personally this matters very little to me. While the proposed law only bans hand-held phones, the research presented to our legislators and the media indicates that drivers using hands-free phones (headsets) are nearly as impaired as those on hand-held devices. It's likely Sally Wiggin was aware of this, and certainly Rep. Metcalfe was as well, presuming he bothered reading the bill and its supporting documentation.
