Kevin, just curious if a car doesn't have a garbage bag does that make it okay to throw the garbage out the window? I don't think so. Lots of newer cars do not have ashtrays now, however, if a smoker doesn't have an ash tray that doesn't make it ok to just throw it out and make it someone elses problem. Just a thought!
