President Bush never said that, ever. If you read anything but left wing, Bush hating web sites you would know that. Even Joe's favorite web site, Wikipedia calls the quote a "fake" never uttered by Bush. Now, on to your other statement - had it not been for the procedures and systems set up by the Bush Administration to interrogate captured terrorists, which by the way Obama strongly objected to for years, this never would have happened. We to the right of center applaud President Obama for his actions taken and thank Seal Team 6 for their service. It's too bad those to the left of center can't do the same for President Bush.
