ALLEGHENY TWP — An 18-year-old Philadelphia man and four youths are charged in a Monday night melee that injured three staff members at a juvenile detention facility.

Andre D. Prater, a student-inmate at the Western PA Child Care on Route 38 in Allegheny Township, was arrested on a felony charge of inciting a riot and a misdemeanor charge of disorderly conduct.

District Judge Lewis Stoughton remanded Prater, the lone inmate charged as an adult, to Butler County Prison on $75,000 bail, following arraignment.

Charged with aggravated assault, a felony, in Butler County juvenile court are two 17-year-old boys from Pittsburgh, a 17-year-old boy from Rockville, Md., and a 14-year-old boy from Baltimore.

The four youths, who authorities did not identify, remain at the facility that houses teenage boys and young men placed there by juvenile courts across the state because of drug, alcohol and criminal problems.

State police from Butler were called to the detention center about 7:15 p.m. for a reported altercation involving student-inmates. The four boys charged are accused of attacking the staffers.

Troopers got there and removed the boys from the facility’s pod area. It appeared the uprising was quelled, according to court documents, when Prater allegedly tried to instigate more unrest.

He is accused of using obscene language and shouting other words that “began to agitate” the other student-inmates still in the pod.

Injured in the altercation was Brent Smrekar, 35, of Shippenville, Clarion County, who was hit in the head; Gary Reed 37, of Pleasantville, Venango County, who suffered a cut to the head; and Tobi Shick, 43, of Rimersburg, Clarion County, who suffered a “heart-related issue,” police said.

All three were treated at Clarion Hospital. Their conditions were not immediately known.

Eau Claire volunteer firefighters and crews from Emlenton Ambulance and Superior Ambulance assisted police.
