County hires firm to ensure compliance

Affordable Care Act requirement

Butler County will pay $6 for each of its full-time employees — and its part-time employees with health insurance — to have a company ensure compliance with the reporting requirements related to the Affordable Care Act.

The county commissioners Wednesday approved an agreement with the Reschini Group of Indiana, Pa., to assist with services related to the federal health care reform law, including filing forms with the IRS.

Human resources director Lori Altman said previously that this is the first year for these reporting requirements, and she wants to make sure the work is done properly. She said the cost will total less than $5,000. The county has 561 full-time employees, but the number of part-time employees who have insurance was unavailable.

Commissioners voted 2 to 1 for the service with Commissioner Jim Eckstein voting no. He said there would be a cost-savings by doing the work in-house, saying that the county controller's office is helpful with items like this.

Commissioner Dale Pinkerton said the program is new, and Altman wants to make sure it is done in an accurate manner. At only $6 per person, he said it is a value.

“I believe she's doing the right thing,” Pinkerton said.

The commissioners also:

• Approved five contracts for Children and Youth Services and Juvenile Probation for July 1 to June 30, 2016. Ann Brown, fiscal operations officer for county human services, said that only one provider requested a cost increase.

Eckstein asked if the vote should be tabled because one of the providers is Glade Run Lutheran Services, which is involved in an investigation regarding possible sexual activities among residents. County solicitor Mike English said he does not see how the investigation would impact the vote.

Brown noted that CYS and Juvenile Probation only use Glade Run for in-home, outpatient services.

• Rejected two bids for the construction of a prefabricated restroom at Winfield Township Community Park. The two bids were $182,239 from Freedom Enterprises of Cranberry Township and $174,572 from Fred L. Burns of Shippenville.

Gary Pinkerton, director of parks and recreation, said the bids were “significantly” over the expected cost of the project and the township recommended rejecting the bids because it does not have enough money to cover them. He said the township hopes to rebid later.

• Approved leases for two of its senior centers, with one at the Slippery Rock Township building at $300 per month and the other at the Chicora Moose Family Center at $600 per month.

• Gave permission to apply for an Emergency Management Performance Grant for $92,837. The grant pays for 50 percent of the salaries of the county emergency services director and emergency planner.

• Authorized the donation of a used Chevy Impala with 76,435 miles from the county motor pool to the Blind Association of Butler. The county traditionally donates a vehicle to the association annually, where it is used to shuttle people who are blind to grocery stores and other places.
