PHILADELPHIA — Pennsylvania will pay nearly $49 million to settle claims that public assistance was given to people who were not eligible for the programs.

Federal officials say the state improperly gave Medicaid benefits, food stamps and temporary assistance to ineligible recipients.

Program rules require non-citizens to have lived in the country for more than five years and meet low-income criteria. Federal authorities believe some nonetheless received benefits.
