The Butler man accused of hiding a body in a stolen garbage can waived his preliminary hearing Monday, July 13, in exchange for a lower bail, which would allow him to work in the Butler County Prison’s cafeteria.

Cavell Watkins, 64, had his bail lowered to $25,000 by District Judge William Fullerton, which allows him to hold employment in the county prison. He was previously held on a $100,000 bail.

Public defender Patrick Casey requested the reduction in bail so Watkins would be allowed to work in the prison. Watkins said he was told only those incarcerated on bail less than $30,000 may hold work assignments in the prison.

Watkins was charged June 29 with felony possession with intent to deliver controlled substances and misdemeanor abuse of corpse. Butler police said they were alerted to a potential corpse in a Main Street apartment and found the remains of Philip Schiedel — Watkins’ roommate — inside a garbage can in the apartment.

The garbage can, which went missing the Friday before the body was discovered, was stolen from Robert Stephens Custom Jewelers on Main Street.

Watkins’ formal arraignment is scheduled for 1 p.m. Sept. 1 in Butler County Common Pleas Courtroom 2.
