Pennsylvania’s State System of Higher Education’s Board of Governors are poised to raise in-state undergraduate tuition by $172 per semester unless the state provides sufficient funding as part of its budget.

According to a news release, the new tuition rate for in-state undergraduate students will be $4,169 per semester, or $8,338 per academic year. Despite the increase, the release said it remains the lowest university tuition in the state and 18% lower than if tuition had risen with inflation.

Individual universities — not the state system — set graduate and out-of-state undergraduate tuition rates, along with student room, board and mandatory fees.

“Every dollar counts for our students, and while we would prefer to freeze tuition as the board did for seven years, we kept this increase as low as possible,” Cynthia Shapira, chair of the PASSHE Board of Governors, said. “If the state provides sufficient funding, the board is committed to rolling back the rate.”
